Н.Учрал: Тусгай хамгаалалттай газар эзэмшигчдийн мэдээлэл shilen.gov.mn сайтад нээлттэй байршлаа

Авлигатай тэмцэх “Таван Ш” ажиллагааны нэг болох шилэн ажиллагааны талаар

өнөөдөр мэдээлэл өглөө.

Тэрбээр “Тусгай хамгаалалттай газар эзэмшигчдийн мэдээлэл shilen.gov.mn сайтад нээлттэй байршлаа. Нийт тусгай хамгаалалттай 36 газар байдгаас 17-д нь газар олгосон байна.

Үүнээс эхний ээлжид Богдхан уулын дархан цаазат газар, Хөвсгөлийн байгалийн цогцолборт газрын нийт 3,474 га талбайн мэдээллийг сайтад байршуулсан. Жишээлбэл, газар олгосон он, байршил, газар эзэмшигч хуулийн этгээдийн мэдээллийг оруулсан юм.

Түүнчлэн улсын хэмжээнд Засгийн газрын 23 тусгай сантай. Эхний ээлжид 12 тусгай сангийн хөрөнгийн мэдээллийг ил болго хэмээх албан хүсэлтийг есөн сайдад өнгөрсөн долоо хоногт хүргүүлсэн. Ингэснээр тухайн сангаас санхүүжүүлсэн төсөл, санхүүжилт авсан хэмжээ, зарцуулалтын түвшин зэрэг мэдээлэл олон нийтэд нээлттэй болно” хэмээв.

Үүнд: 

  1. Байгаль орчин, уур амьсгалын сан
  2. Боловсролын зээлийн сан
  3. Мэргэжлийн боловсрол, сургалтыг дэмжих сан
  4. Шинжлэх ухаан, технологийн сан
  5. Хилийн чанадад байгаа Монгол Улсын иргэдэд туслах сан
  6. Улсын авто замын сан
  7. Соёл, урлагийг дэмжих сан
  8. Спортыг дэмжих сан
  9. Хөдөлмөр эрхлэлтийг дэмжих сан
  10. Жижиг, дунд үйлдвэрийг хөгжүүлэх сан
  11. Хөдөө аж ахуйг дэмжих сан
  12. Эрүүл мэндийг дэмжих сангийн мэдээллийг ил болгооч гэдэг саналыг хүргүүлсэн байна.

Үргэлжлүүлэн тэрбээр “Гуравдугаар сарын 27-нд есөн байгууллагын 3,450 тусгай зөвшөөрлийг нээсэн. Тэгвэл өнөөдрийн байдлаар зөвшөөрлийн тоо 17,885 болж нэмэгджээ.

Шилэн ажиллагааны хүрээнд шинжлэх ухаанч үндэслэлтэй шүгэл үлээх боломж сэтгүүлч, иргэдэд нээлттэй. Бид 2022 оны арванхоёрдугаар сарын 15-ны өдрөөс яам, агентлагуудад мэдээллээ ил болгох шаардлага хүргүүлсэн ч өнөөдрийн байдлаар 43 хувьтай явж байна.

Дөрөвдүгээр сарын 5-ны өдрийн Засгийн газрын хуралдаанаар Ерөнхий сайд Нийтийн мэдээллийн ил тод байдлын тухай хууль хэрхэн хэрэгжиж байгаа талаар танилцуулга хийж, төрийн байгууллагуудад чиглэл өгнө гэдгээ илэрхийлсэн.

Мөн shilen.gov.mn сайтад мэдээллээ ил болгоогүй төрийн байгууллагуудад хариуцлага тооцох асуудлыг хэлэлцэнэ. Төрийн өмчийн компаниудын ТУЗ-ийн гишүүдийн нэрс, холбогдох мэдээллийг ил тод болгох асуудлыг үүрэг болгож байгаа” гэж ярилаа.

Энэ долоо хоногийн УИХ-ын чуулганы хуралдаанаас Эмийн чанар шалгах түр хорооноос тайлангаа танилцуулж, мэдээлэл хийхээр болжээ. Мэдээлэл сонссоны дараа түр хороог сунгах эсэх асуудлыг хэлэлцэж, эмийн жагсаалтаа шинэчлэх шаардлагатай гэдгийг Н.Учрал хэлэв.
