Нийлүүлэлт, эрэлтийн зөрүүнээс шалтгаалан дотоодын зах зээл дээр шатахууны хангамж тогтворжиж чадахгүй байна

Ашигт малтмал, газрын тосны газраас шатахууны импортын талаар мэдээлжээ. Монгол Улс газрын тосны бүтээгдэхүүний хэрэглээгээ одоогоор 100 хувь импортоор хангаж буй. Ингэхдээ нийт хэрэглээний 95 орчим хувийг ОХУ-аас Сүхбаатар, Эрээнцав боомтоор төмөр замаар, Цагааннуур, Боршоо боомтуудаар авто замаар импортолж байна. ОХУ-ын дотоод зах зээлийн нөхцөл байдалтай холбоотойгоор тус улсын Засгийн газраас 2023 оны есдүгээр сарын 22-ны өдрөөс тодорхойгүй хугацаагаар шатахууны экспортыг хориглох шийдвэр гаргасан.
Энэхүү шийдвэрийн дагуу ОХУ-аас Монгол Улсад түлш, шатахуун нийлүүлээгүй, импорт тодорхой хугацаанд саатсан билээ. Үүний улмаас манай улсын дотоодын зах зээл дээрх шатахууны хангамж, нийлүүлэлт доголдох нөхцөл байдал үүссэн.
Улмаар Монгол Улсын Засгийн газраас холбогдох арга хэмжээ авч ажилласны үр дүнд 2023 оны аравдугаар сарын 06-ны өдрөөс эхлэн ОХУ-аас манай улсад Сүхбаатар боомтоор газрын тосны бүтээгдэхүүн нийлүүлэх экспортын үйл ажиллагааг сэргээн явуулж эхэлсэн юм. Гэвч нийлүүлэлт, эрэлтийн зөрүүнээс шалтгаалан дотоодын зах зээл дээр шатахууны хангамж тогтворжиж чадахгүй байн. Мөн Цагааннуур, Боршоо авто замын боомтоор импорт хийгдэхгүй байгаатай холбоотой төвийн бүсээс баруун бүсийн аймгууд руу шатахууныг тээвэрлэн хангамж хийж байна. Энэ нь дотоодын зах зээл дээрх шатахууны хангамжид тодорхой хэмжээгээр нөлөөлж байна.
Нийлүүлэгч талаас буюу ОХУ-аас ес, аравдугаар саруудын захиалгыг бүрэн биелүүлэх хүрээнд шатахууны ачилт, тээвэрлэлтийн хэмжээг аравдугаар сарын дунд үеэс нэмэгдүүлж, Сүхбаатар өртөөгөөр сүүлийн гурав хоногт 213 шатахуунтай вагон ирж ирсэн.
2023 оны аравдугаар сарын 31-ны өдрийн байдлаар 511 вагон хил, өртөө, боомт дээр зогсч байна. Ашигт малтмал, газрын тосны газраас шатахууны ачилт, тээвэрлэлт, гааль, түгээлтийг шуурхай зохион байгуулах чиглэлд холбогдох байгууллагуудтай хамтран ажиллаж байна. Тухайлбал, импортоор орж ирсэн шатахуунтай вагонуудын гаалийн бүрдүүлэлтийг шуурхай хийх, вагонуудыг татан авах, ачааг өртөөдөд хүргэх, салаа замуудад тавих ажлыг шуурхай зохион байгуулах, хангамж тогтворжих хүртэлх хугацаанд уртасгасан цагаар хамтарч ажиллах дэмжлэгийг Монгол-Оросын хувь нийлүүлсэн нийгэмлэг Улаанбаатар төмөр зам, Гаалийн ерөнхий газарт хүргүүлээд байна” гэв.
