Д.Сумъяабазар: Нийслэлд 1.5 орчим тэрбум ам.доллароор метроны эхний шугамыг байгуулахаар төлөвлөж байна

Өнөөдөр нийтийн тээврийн үйлчилгээг тойрсон асуудлын талаар Улаанбаатар хотын Захирагч Д.Сумъяабазар Нийтийн тээврийн газрын удирдлага төлөөлөл, аж ахуйн нэгжүүдтэй уулзалт хийв.

Тэрбээр “Метроны асуудлын шийдэл гарц, санхүүгийн схем зэргийг мэргэжлийн том компаниудтай ерөнхий хэлэлцээрийг өнгөрөгч зургаадугаар сарын 29-нд хийсэн бөгөөд эхний шугамыг 1.5 тэрбум доллароор хийнэ .

Улаанбаатар хотын утаа, нийтийн тээвэр, эрчим хүчний дутагдал, гэр хорооллын иргэдийг орон сууцжуулах, хотын тойрог хурдны зам, зам байгууламж зэрэг асуудлыг цогц байдлаар шийдэх төлөвлөлтийг засгийн газрын хурлаар хэлэлцүүлэхээр тогтоолын төсөл өнгөрсөн долоо хоногт хүргүүллээ.

Метроны эхний шугамыг шинэ нисэх онгоцны буудлын хурдны замаас эхлээд хотын төв рүү орон, хойшоогоо долоон буудал руу чиглэх байдлаар хийхээр төлөвлөж байна. Өмнө шуугиан болоод байсан LRT буюу газар дээгүүр явдаг хөнгөн галт тэргийг газар доогуур явуулах төлөвлөлтийг бэлтгэж байгаа.

Метрогы эхний шугамыг 1.5 тэрбум орчим ам.доллароор оруулахаар төлөвлөж байна. Гэвч энэ мөнгө нь улсын төсөв, нийслэлийн төсөв болон зээл санхүүжилтээс гарахгүй. Хүрэн нүүрсний ордын нөөцийг эрдэс баялгийн мэргэжлийн зөвлөлийн хурлаар оруулж батлуулан, тус уурхайг Дорноговь аймагтай Улаанбаатар хот хамтран ашиглах чиглэлээр хөрөнгө оруулалтаа авч явах юм.

Мөн нийтийн тээврийн хүрэлцээний асуудал дээр 2019 онд Автобус-3 компанийг нүүлгэх шийдвэр гарч, газрыг нь дуудлага худалдаагаар зараад, үерийн аманд толгойтын цаад Тахилтад газрыг нь шийдэж арваад компанийг жижиглээд тус тусад нь тендер зарлаад хаячихсан. Ингэснээр нөгөө компаниуд хоорондын уялдаагаа ойлгохгүй, нийтийн тээврийн автобусны ажил нь урагшлахгүйн дээр цар тахал гарснаар далим үүсгээд алга болсон.

Одоо хугацаа заан, хариуцлагаар шахаж байгаа. Хэрэв хийхгүй бол хуулийн дагуу хариуцлага ярих чиглэл рүү явахгүй бол элэг бариад аргацааж, зугтаагаад сурчихсан. Бүх юмыг хотын удирдлага руу чихэх санаатай. Өөрсдөө хөрөнгө мөнгийг нь аваад тендер шалгаруулчхаад алга болчихдог учир араас нь нэхэл хатуу явна.

Нийтийн тээврийн нөөц бололцоо байгаа юм бол яагаад 2007 онд нийтийн тээврээр 60% нь үйлчлүүлж байсан иргэд 2022 онд 34% хүртлээ буурсан.

Нийтийн тээврийг цэвэр цэмцгэр байлгаж, үйлчилгээний соёлыг дээдэлж, чанар стандартаа барих хэрэгтэй. Шинэ евро стандартаар автобусаа нэмснээр иргэдийн аюулгүй, тав тухтай зорчих нөхцөлийг хангахаас гадна агаарын бохирдлыг бууруулахад жин дарахуйц хувь нэмэр оруулна.

Ирэх арванхоёрдугаар сарын 10-ныг гэхэд ашиглах боломжгүй болсон 1,225 орчим автобусыг үйлчилгээнээс гаргаж, нийтийн тээврийн иж бүрэн шинэ автобусаар иргэддээ үйлчилж эхэлнэ” гэв.
