Тухайлбал, бүх насаар хорих ял оногдуулахаар (хөөн хэлэлцэх хугацаа тоолохгүй) зааснаас бусад бага насны хүүхдийн эсрэг үйлдсэн гэмт хэргийг хөөн хэлэлцэх хугацаа 20 байгааг 30 жил болгож, хүнийг,  бага насны хүүхдийг алах, бага насны хүүхдийг хүчиндэх, бага насны хүүхдийн эсрэг үйлдсэн бэлгийн мөлжлөг, хүн худалдаалах гэмт хэрэгт өршөөл үзүүлэхгүй, хугацаанаас нь өмнө суллахгүй, хорих ялын дээд хэмжээ 20 жил байгааг  25 жил болгохоор тусгажээ.
