Сүүлийн үед Монгол Улсын Үндсэн хуульд нэмэлт өөрчлөлт оруулах болон Ерөнхийлөгчийн засаглалтай болох эсэх асуудал улс төрийн хүрээнд, олон нийтийн дунд яригдах болсонтой холбогдуулан Монгол Улсын Ерөнхийлөгчийн хувьд өөрийн байр суурийг тодорхой илэрхийлье.
Миний бие Монгол Улсын Ерөнхийлөгчөөр ажиллаж байх хугацаандаа Монгол Улсын Үндсэн хуульд нэмэлт өөрчлөлт оруулах асуудлыг дэмжихгүй гэдгээ урд өмнө илэрхийлж байсан. Одоо ч энэ байр суурь огт өөрчлөгдөөгүй гэдгийг хариуцлагатайгаар мэдэгдье.
Монгол Улс бол Үндсэн Хуульд заасны дагуу парламентын засаглалтай орон. Энэ бол монголын ард түмний сонгосон сонголт, үнэт зүйл юм. Монгол Улсын тусгаар тогтнол, үндэсний аюулгүй байдал, ард түмний эв нэгдлийг хангах язгуур эрх ашгийн тусын тулд цаашид ч Монгол Улс парламентын засаглалаа улам бэхжүүлж, ардчилсан засаглалыг төгөлдөржүүлэх ёстой гэж төрийн тэргүүний хувьд үздэг.
Миний бие Монгол Улсын Ерөнхий сайдаар ажиллаж байхдаа ч энэхүү байр сууриа олон нийтэд нээлттэй ил тод илэрхийлж байсан гэдгийг сануулъя.
