УИХ-аас баталсан Малчны тухай хуулийн 4.2.5-т “ 10-аас доошгүй жил тасралтгүй малчнаар ажилласан малчны нэг хүүхдийг мал аж ахуй, бэлчээр, тэжээлийн чиглэлээр үнэ төлбөргүй сургана” гэж заасан юм. Энэхүү хуулийн зохицуулалт ирэх сараас хэрэгжих бөгөөд улсын хэмжээнд хэчнээн малчны хүүхэд их сургуульд үнэ төлбөргүй суралцах вэ гэдэг судалгааг Боловсролын яам хийж байгаа аж. Санхүүжилтийн эх үүсвэрийг Боловсролын зээлийн санд тусгаж өгсөн тул асуудал үүсэхгүй юм байна.
