Ц.Түмэнбаяр: Гэр хороолол иргэд гал алдаж байгаа шалтгаан!
Улаанбаатар хотын гэр хорооллын айл өрхүүд аравдугаар сарын эхнээс нүүрс түлээний хомсдолд орж гал алдаж байгаа гол шалтгаан нь Тавантолгой түлш ХХК-ийн менежментийг 2024 оны сүүлчээр нийслэлийн мэдэлд шилжүүлсэнтэй холбоотой.
Нийслэлийн удирдлагууд тус компанийн удирдлага, менежментийн бүтэц, хүний нөөцийг үндсээр нь өөрчилж, 1000 гаруй инженер, техникийн ажилчдын дийлэнхийг халсан. Мөн баруун болон зүүн үйлдвэрийн үйл ажиллагаа бүрэн зогсож, олон зуун тэрбум төгрөгийн үнэтэй тоног төхөөрөмжүүд ашиглалтаас гарч “төмрийн хог” болгосон.
Үүний дараа нийслэлийн удирдлагууд 2025 оны зунаас эхлэн БНХАУ-аас “Хагас кокс түлш” нэртэй шинэ төрлийн түлш импортлон, савлаж айл өрхүүдэд түгээх шийдвэр гаргасан. Энэхүү шийдвэрийг “эрдэмтдийн зөвлөмж” хэмээн тайлбарласан ч бодит байдал дээр эрдэмтэд зөвлөөгүй!
Тендер шалгаруулах явц, гэрээний хэрэгжилтийн явцад ноцтой хууль зөрчсөн асуудлууд байж магадгүй Авлигатай Тэмцэх Газар шалгах хэрэгтэй.
Хагас кокс түлш нийлүүлэх тендерт Хятад улсын нэг компани ганцаараа оролцож шалгарч гэрээ байгуулсан боловч, гэрээний дагуу есдүгээр сард 40 мянган тонн, аравдугаар сард 60 мянган тонн нийлүүлэх ёстой байтал өнөөдрийн байдлаар ердөө 25 орчим хувийг л нийлүүлээд байна.
Нийслэлийн удирдлага хомсдолын шалтгааныг “иргэд нөөцөлж авч байна”, “Эрээнээс Улаанбаатар чиглэлд вагон хүрэлцэхгүй байна”, “дотоодын тээвэрлэгчид удаан байна” гэх мэтээр шал худлаа тайлбарлаж байгаа!
Албан бус эх сурвалжийн мэдээлснээр, гэрээ байгуулсан хятад компанийн үйлдвэрийн хүчин чадал нь Улаанбаатар хотын хэрэгцээг дангаар хангах боломжгүй тул 2–3 туслах үйлдвэрүүдээс хагас кокс бөөгнүүлж нааш нь ачуулж байгаа ч нийт хэрэгцээг хангаж чадахгүй байгаа бололтой!
